The only storm that matters is the one that hits your house. If its the only one that formed all year, its the most important one of the century. So for the general public, this sort of seasonal prediction doesn't really mean too much. If Katrina and Rita were the only storms that year, it would have been a low activity season, but remembered as one of the most destructive.
