Houghton was basically a goofy Barney Fife type that stopped at nothing to get ahead. He would ruin someone's carreer and reputation without blinking. He was known to cheat on his wife and get away with it. He definitely had a serious psychological problem. Spiller used to use her power to do favors for her friends and she was the one pulling the strings on that "puppet" Mayor Herman Davis. Davis was a very corrupt indidual, but dumb as a rock.
